The following guidelines have been developed for Copiah-Lincoln Community College personnel and students who use the Internet services provided by the college. These policies are not intended to be inclusive, and the omission of any specific item or topic from these written policies is not to be construed as an exclusion of that item or topic from the policies.

1. A violation of any state or federal law or regulation through use of the Internet is an automatic violation of Copiah-Lincoln Community College policy. No employee or student of the college shall use the Internet services provided by the college in any manner which violates any state or federal law or regulation.
 

2. It is the policy of the college that Internet services provided by the college are for official educational and research use in accordance with the mission and purpose of the college. No employee or student of the college shall use such Internet services for personal use or for any purpose which is not in accordance with the mission and purpose of the college.

3. The Instructor/supervisor in charge of any facility or class situation is responsible for overseeing appropriate use.

4. Technology Committee - It shall be the responsibility of this committee to develop policies and guidelines for use of the Internet and to monitor the compliance with all regulations and guidelines from outside agencies as well as Co-Lin.

Copiah-Lincoln Community College has adopted a policy on World Wide Web pages and other electronic publications.

 Guidelines for World Wide Web Pages
and Other Electronic Publications

I. The Guidelines

Use of the guidelines is encouraged.

A. Official pages should be well designed, well written, accurate, truthful, and grammatically correct. Always check your spelling. Always have someone else look over your work before releasing it to the web. It is easy to make mistakes that can be embarrassing to you and the college.

B. Remember this is the World Wide Web. Many of the people looking at your information will be from different countries with different cultures and backgrounds. They may have a limited command of English. Don’t assume that your reader will know what you are talking about. Avoid abbreviations and acronyms; if you must use acronyms, spell out the words the first time you use them on each page.

C. Consider putting the URL of the document on each page so that people who print out your page will have a record of where they found it.

D. Think carefully about how to organize your information. Make it easy for your readers to find the information they are seeking.

E. Keep your pages as simple as possible. Remember most people using the web at this connection are using slow modem connections. Pages with many or large graphics will take a long time to download and many people won’t wait. Also, many people use text-only browsers, which will not show pictures or video, at all.

F. If you have links to large graphics, audio or video files, tell the user how big the file is so the user can decide whether there is time to download it.

G. Don’t design your page too wide. Many users have monitors which only display 640 pixels wide. It’s not nice to force them to scroll.

H. Try not to make your page too long. Web surfers hate to scroll down, too.

I. Avoid using complicated background patterns or colors; they can make the text on your page very difficult to read. Some combinations of text and background colors can be completely unreadable by people with color blindness. Different computer monitors will display the same color differently. It’s best to stick to a plain, light background with black text.

J. Make your title brief, yet meaningful and try to include "Copiah-Lincoln Community College." Most search engines look at the page’s title for indexing information. A page titled "Our Department" could be about almost anything, but one titled "Department of Technology (Copiah-Lincoln Community College)" is more specific.

K. Don’t say "click here" and don’t use an "under construction" sign; both are amateurish, and the web is always under construction. If your page doesn’t ever change, it is stale. Don’t create a page and abandon it. It should be an on-going project, constantly improving.

L. Don’t duplicate the work of others. Rather than copy a document published by another department, link to it. If you copy a document and the original is modified, your copy will be incorrect.

M. Avoid using non-standard HTML tags not supported by many browsers. It is tempting to use the newest and "coolest" features, but if you do your pages may not be usable by many people. Currently many browsers do not use "frames’; so if you must use frames, you should also use a NOFRAMES path. Some browsers, including text-only ones, cannot handle tables, unless they are simple one or two cell tables. If you must use tables, be sure to check you work.

1. The Policy on World Wide Web Pages and Other Electronic Publications should be read carefully by all current and prospective web page maintainers.

Copiah-Lincoln Community College Home Page Guidelines 

and Policy for Student Organizations

  1. Guidelines

Any registered student organization at Copiah-Lincoln Community College may be included in the "home page" for Copiah-Lincoln Community College. Each student organization will be given access to a "home page" in which it can provide vital information about its organization when the organizational representative has completed a request to the Director of Technology for a home page. This request must be signed by the student organization president, the faculty advisor, and the Director of Technology. Suggested items to cover on the "home page" are:

    1. Name
    2. Type (service, honorary, etc.)
    3. Purpose statement (1 or 2 sentences, 25 word maximum)
    4. Criteria for membership (if any)
    5. President’s name
    6. President’s local address
    7. President’s local telephone number
    8. Advisor’s name
    9. Advisor’s campus mail address
    10. Advisor’s campus telephone number
    11. Regular meeting time(s), day(s)
    12. Regular meeting place
    13. Cost of membership (dues)
    14. Scheduled special events/activities

Inclusion in the Copiah-Lincoln "home page" is a privilege granted contingent upon the organization complying with all college Policies and Regulations as outlined in the Policies and Procedures Manual. The college reserves the right to remove any student organization from the "home page" if the college deems this action in the best interest of the institution. Any grievances may be addressed through the Technology Committee.

II. Process Required to Create a "Home Page" for Your Organization

1. Submit a written request from the president of the student organization.

2. Have the organization’s faculty advisor approve the request.

3. Submit request to the Director of Technology (Sandifer Room 102).

4. Web pages of registered campus organizations are considered official Copiah-Lincoln Community College pages and must conform to the college’s web usage policy. Among other things, each page must include the college logo, a link to the college "home page", contact information for the page maintainer, and the date of the last revision. When the organization’s web page is complete, contact the Director of Technology/JP McInnis at 643-8488 to be linked in to the college web server.

Policy on Work Wide Web Pages
and Other Electronic Publications

I. Purpose

The quality of information published by Copiah-Lincoln Community College plays an important role in maintaining the strong reputation and image of the college. This policy sets minimal standards that are meant to ensure that information published electronically is visually appealing, well written, and follows the same high standards as other forms of published information.

  1. Review

Copiah-Lincoln Community College recognizes that electronic publication technology is evolving rapidly and this policy is expected to evolve along with it. The policy will be reviewed as needed by the Technology Committee.

III. Policy

A. Copiah-Lincoln Community College recognizes the value of publishing on the Internet, and therefore allows and encourages faculty, staff, and students to do so.

    1. Official Copiah-Lincoln Community College pages are those publicly accessible electronic documents which represent the college, departments, offices, services, or other units, as well as officially registered student, faculty, or staff organizations. They must follow all applicable laws and college policies and standards regarding:
  • non-discrimination
  • libel and copyright
  • etc.
  • visual identity
  • offensive material

A page may be considered offensive simply by containing a direct link to a page with objectionable material. This includes links to other pages which may be maintained by other individuals.

C. Except where it would be inappropriate, all official pages of college units (division, department, etc.) and organizations will include the Copiah-Lincoln logo, the date of last revision, the name and e-mail link to the person responsible for maintaining the information on the page, and a link to the Copiah-Lincoln Community College "home page" at http://www.colin.edu.

D. It is the intention of the college that the official pages be constructed in such a manner as to enable persons with disabilities to obtain essential information on the page.

E. The college "home page" or top-level web page is http://www.colin.edu. The Technology Department is responsible for maintaining the "home page", other menu pages containing links to campus units and general information about the college.

F. Copiah-Lincoln Community College resources may not be used to create web pages primarily for personal business or personal gain.

G. Personal pages are those pages stored on college computers or using an address in the college’s Internet domain (colin.edu) which are created by and represent an individual. Personal pages are permitted but must not appear to be official pages and must follow all applicable college policies. Primary personal pages must include the following statement: "The views expressed in this page are strictly those of the page author. The contents of this page may not have been reviewed or approved by the college." However, the college reserves the right to review, approve, or remove any web page on the college server.

H. Division heads may choose to authorize links to personal pages from official college pages. "Home Page" development within the college curriculum will be determined by course requirements with instructor approval.

Note: Hidden links are not permitted

    1. All World Wide Web pages representing Copiah-Lincoln Community College created after the adoption of this policy must conform to the policy immediately. Any pages created prior to the adoption of this policy must be in compliance with the by October 1, 1998. Noncompliance will result in (at a minimum) unlinking of the pages from the college’s web pages.
    1. Copiah-Lincoln Community College reserves the right of ownership of all electronic documents, programs, curricula, etc. developed under the auspices of the college.

IV. Procedures

A. Official Pages must conform to applicable federal and state laws and college policies and standards. It is not legal to publish the work of others online without their permission. It is not legal to use trademarked logos or other graphics without permission.

1. Official Pages of college units must include the Copiah-Lincoln logo. This will help users know where they are if they land on an official page from a search engine or other off-campus site. The logo is available in several sizes and colors.

2. Official Pages of college units must include the date of last revision. Out-of-date information reflects poorly on the college. When you publish a web page, you assume the responsibility of keeping the information current.

3. Official Pages of college units must contain the name and an e-mail link to the person responsible for maintaining the information on the page. There should be a "feedback" link for further information about your subject or to notify you about possible errors on your page.

4. Official Pages of college units must include a link to the college "home page" at http://www.colin.edu. Users who land on our web page from a search engine should be provided a way to navigate around the college site.

B. It is the intention of the college that official pages be constructed in such a manner as to enable persons with disabilities to obtain essential information on the page. Textual information or links to other information may not be contained solely in a graphic image. If an image map is used to provide links to additional pages there must also be a text-based method of navigating. If graphical buttons are used, you must include "ALT" text in IMG tag.

C. Personal pages must conform to applicable federal and state laws and college policies and standards. It is not legal to use trademarked logos or other graphics without permission. Individuals may use the official symbols of the college on personal pages to identify the author as a student, alumnus, or employee of Copiah-Lincoln Community College; however, college symbols may not be used in such a way as to suggest that personal pages are in fact official college pages, nor may college symbols be used in such a way as to imply sponsorship or endorsement. The college reserves the right to take action against any use that does not conform to this policy, applicable state laws, federal laws, or regulations. Individuals or organizations may use a college logo of Copiah-Lincoln Community College as a click-on web link to the official Copiah-Lincoln "home page".

1. Personal pages must not be used primarily for personal business or personal gain.

    1. Primary personal pages must include the following statement: "The views expressed in this page are strictly those of the page author. The contents of this page may not have been reviewed or approved by the college." However, the college reserves the right to review, approve, or remove any web page on college servers.
